CSEA is Hawaii's IV-D agency, run out of the Department of the Attorney General with island branch offices rather than county agencies — Oahu, Hawaii Island, Maui, and Kauai each have their own local contact.
The agency locates noncustodial parents, establishes paternity, sets support orders, and collects and enforces payments once a case is active, with an online account system for tracking case status from any island.
Hawaii uses the Melson Formula model to calculate support. See how this compares to other states →
Hawaii's default child support termination age is 18. See the full rules, including high school and disability extensions →

How to Apply for Child Support in Hawaii
A parent or caretaker of a child can apply for Hawaii child support services through the CSEA online account system or by contacting the branch office for their island. Families already receiving TANF or Medicaid in Hawaii are typically referred for services automatically.
The application requires identifying information for both parents and the child, along with any existing custody or support paperwork. CSEA then works to establish paternity if needed and get a support order in place.
How to Collect Child Support Payments in Hawaii
Hawaii collects most support through income withholding once an order is active, disbursed to the receiving parent by direct deposit or debit card through the Statewide Disbursement Branch.
Payments can also be made through ExpertPay or Value Payment Systems, and both parents can check payment history through the online account system regardless of which island they're on.
Missed Payments & Enforcement
CSEA's enforcement branch can intercept tax refunds, suspend licenses, and report arrears to credit bureaus when a parent falls behind on payments.
As in every state, federal law allows a passport to be denied or revoked once past-due support exceeds $2,500. CSEA's enforcement page details the tools available across all islands.
