OCSE is Arkansas' IV-D agency, run statewide out of the Department of Finance and Administration rather than by county. It handles locating parents, establishing paternity, setting support orders, and collecting and enforcing payments once a case is active.
Payments and case correspondence route through the Arkansas Child Support Clearinghouse in Little Rock, which processes collections separately from application and fee paperwork.

How to Apply for Child Support in Arkansas
A parent or caretaker of a child can apply for services through the MyCase online portal or by contacting OCSE directly. Families already receiving TANF or Medicaid in Arkansas are typically referred for services automatically.
The application requires identifying information for both parents and the child, along with any existing custody or support paperwork. Paternity is established first if it isn't already legally settled, before a support order can be set.
How to Collect Child Support Payments in Arkansas
Arkansas collects most support through income withholding once an order is in place, processed through the Clearinghouse and disbursed to the receiving parent.
Payments can also be made online through the MyCase portal or in cash through MoneyGram using Receive Code 14650. MyCase lets both parents check payment history and case status at any time.
Missed Payments & Enforcement
When a parent falls behind, OCSE can intercept tax refunds, suspend licenses, report arrears to credit bureaus, and place liens on property.
As in every state, federal law allows a passport to be denied or revoked once past-due support exceeds $2,500. OCSE's site includes a dedicated page for filing a complaint about a case.
